Just wondering if I make a request and it is automatically declined after 4 days do the people I requested the exchange with still see the message I sent or so I need to resend ?

They still see it, no need to resent
Yes as @Etienne has said they definitely will still see it. The message will stay in their inbox so when they next log in it will still be there. No need to re-send
