Is it usual to be asked to Pre pay cleaning fees for changeover prior to visit? Cleaning up after former guests?

Hello Jan, cleaning fees are for cleaning after z guest has left.

You can refer them to the HE FAQ can hosts ask for extra fees "Members are to find a way to pay the cleaning fees upon the guest’s arrival at the home, either by cash or a transfer (i.e. PayPal). These fees should not be paid prior to arrival. "

I think you already have your answer to this - but no it is not usual to be asked for cleaning fees prior to your arrival. No money should change hands at all before arrival (to reduce risk of any scams). Hosts are only allowed to ask for cleaning fees, but these should be for cleaning after your visit.
